Ho Chi Minh City prepares to reorganize 80 wards

The plan to reorganize 77 wards subject to arrangement and 3 adjacent wards was approved by the Ho Chi Minh City People's Council at the closing session of the 17th meeting, on the morning of July 17.

According to the plan, before 2030, 80 wards in districts 3, 4, 5, 6, 8, 10, 11, Binh Thanh, Go Vap, and Phu Nhuan will be arranged and merged to reduce to 39 wards.

Reasons to reorganize

The wards had to be reorganized because they did not meet the standards of units and the classification of administrative units of the National Assembly Standing Committee. Specifically:

  • The ward (belonging to the district) must have a population of 15,000 people or more and an area of ​​5.5 km2 or more.
  • The commune must have a population of 5,000 to 8,000 people and an area of ​​30 square kilometers or more.

Currently, Ho Chi Minh City has 16 districts, 5 districts and 1 affiliated city with 312 wards, communes and towns. Of these, 21 district-level units and 223 commune-level units have met the population standard of over 100%. In addition to the 80 wards mentioned above, from 2023-2030, Ho Chi Minh City will also have 57 wards and 1 town that will be arranged but not implemented due to specific factors, including 6 wards that have been merged in the period 2019-2021.

Details of the plan to reorganize 80 wards

These 80 wards will be arranged according to 38 different options:

  • 6 plans to merge 3 wards into 1.
  • 23 plans to merge 2 wards into 1.
  • 9 plans to adjust administrative boundaries to establish new wards.

After approval, the city will complete the project and send it to the Ministry of Home Affairs for appraisal and submission to the Government. It is expected that at the end of September, the Government will submit it to the National Assembly Standing Committee for approval. After that, the localities will carry out the merger. It is expected that there will be 450 redundant officials and civil servants.

Benefits after reorganizing the wards

“The initial arrangement will cause chaos in life, but with the local tradition of solidarity, ethnicity and culture, everything will soon stabilize and develop in the new era. The arrangement will strengthen state management, reduce costs of salaries, allowances and  costs of construction and repair of headquarters of agencies and units in the area where the arrangement takes place,” the City People's Committee said.

The reorganization also significantly impacts the psychology, mindset, and benefits of a portion of surplus officials, public servants, civil servants, and non-specialized personnel, which somewhat affects work efficiency in the initial period after the reorganization.

The delegate of the HCMC People's Council requested that the government assist residents in changing relevant documents, stabilize the mindset of officials in the wards that need to be merged, arrange suitable new jobs, or resolve their benefits if they no longer work.
